The Final Report
The Results are in.
On July 24, 2025, the Millcreek Township Government Study Commission released its final report following more than seven months of research, public meetings, interviews, and deliberation. The Commission unanimously recommends that Millcreek Township adopt a Council-Manager form of government under Pennsylvania's Optional Plans Law. This recommendation is based on a detailed comparison of Millcreek’s current structure with other second-class townships, as well as the belief that a professionally managed system will offer greater transparency, accountability, and fiscal responsibility.
The proposed model calls for a five-member elected Council focused on policy, while a professionally qualified Township Manager would oversee day-to-day operations. The goal is to modernize township governance, improve efficiency, and better serve the citizens of Millcreek.
Millcreek residents will vote on this recommendation during the November 4, 2025 municipal election.
